Non-agression pact with NCR and Mojave Territories allows the player to build up civilian industry in order to participate in the conflict for Hoover Dam, when the war between its owner and Caesar's Legion starts. Having 15 factories, New Vegas has about the same industrial capacity, as other nations, located in the Mojave, namely The Divide with 14 factories, Mojave Chapter with 13 and Mojave Territories with 18.
